Veterinary center creates independence from imports
A project is currently being implemented in Angola that has a very high priority in the national development plan: A center for the production of animal vaccines is being built on an area of 20,000m2 in Huambo in the southwest of the country. This will primarily involve vaccines against pathogens that are predominantly found in Africa. In addition, other vaccines are to be developed that target mutated African viruses for which the standard commercial vaccines are ineffective or inadequate.
The project is part of a program initiated by the President of Angola to increase agricultural productivity. He set the goal of producing vaccines for livestock such as cattle, pigs, sheep, goats and chickens domestically in order to become independent of imports. Until now, Angola has repeatedly experienced supply bottlenecks due to a lack of foreign currency on the one hand and more expensive imports due to the devaluation of the national currency on the other. In addition, the quality of the vaccines on offer has fluctuated greatly.
Consortium of GAUFF and NORÁFRICA establishes veterinary center
To achieve the project, the Angolan Ministry of Agriculture and Fisheries commissioned GAUFF Engineering in a consortium with NORÁFRICA to set up the veterinary center. GAUFF is acting as the lead partner and is responsible for procurement and project management. GAUFF is also responsible for planning services and quality monitoring. NORÁFRICA GmbH, with which GAUFF Engineering has concluded a joint venture agreement for the realization of this project, is responsible for the construction of the center.
In addition to the production buildings with facilities for vaccine production, the factory will also include warehouses and an office and administration building.
Investments are also being made in the construction of a research and development laboratory and testing facilities.


Synergy effects for training and research
The center for the production of animal vaccines will be built on the premises of a state veterinary institute near the university's Faculty of Veterinary Medicine. This will enable close integration of training and research. It is also planned that students at the University of Veterinary Medicine will be able to use the research laboratory during their studies. To date, there is no factory of a comparable standard in southern Africa, making the center a reference project in sub-Saharan Africa. In the long term, the factory in Huambo is to be expanded into a biotechnology center.

Foreign currency income and strengthening of the agricultural sector
The planned production capacity will not only cover domestic demand. In order to generate foreign currency income, the vaccines are also to be exported to other countries, such as European countries.
The project will significantly strengthen the agricultural sector in southern Africa. The supply of essential animal vaccines will make livestock farming more productive. The project thus makes an important contribution to food security for the population of sub-Saharan Africa.
The center is scheduled for completion by 2025 with a contract value of 125.2 million euros. The German government is providing contract bond cover with counter-guarantees as well as supplier credit and buyer credit cover for the project.
